Orchestrating coordination among humanitarian organizations

Disasters mobilize hundreds of organizations, but coordination among them remains a challenge. This is why the United Nations has formed clusters to facilitate information and resource exchange humanitarian organizations. Yet, failures in prior disasters raise questions as effectiveness cluster approach coordinating relief efforts. To better understand barriers coordination, we developed grounded theory augmented with an agent-based simulation. Our discerns lead's roles facilitating also investing its own ground operations. We find that specifically serving such dual role impairs swift trust consequent members. The additional simulation findings generalize detrimental effect versus pure facilitator specify it against various boundary conditions.
